Mikopo kwa wajasilia mali inakuza mitaji na biashara.

MUWAKILISHI wa vikundi vya wajasiriamali wanawake, Inuka, David Msuya, amesema akiba anayojiwekea mjasiriamali inaweza kuinua na kuendeleza mtaji wake ikiwa walengwa watatambua fursa hiyo na kuitumia kikamilifu.
Msuya alitoa kauli hiyo jijini Dar es Salaam juzi wakati wa mafunzo kwa wajasiriamali wa kata ya Manzese.
Alisema wanawake wengi hawajui jinsi ya kutumia mikopo kujiajili na kufanya biashara, hivyo kuwataka wajiamini na kufanya biashara bila utegemezi katika kuendesha maisha yao.
“Wanawake wajasiriamali ni msaada mkubwa katika familia; wanatakiwa kuamka ili kuendesha maisha yao bila ya kuwa tegemezi.“Tunatoa mikopo kwa kinamama wajasiriamali kati ya sh milioni 6 had sh milioni 25, ili kuwawezesha kufanya biashara,” alisema Msuya.Hata hivyo alisema mkopo wa sh milioni 25 ni kwa ajili ya wafanyakazi, ili kuwawezesha kukarabati nyumba zao na kuendesha biashara.

Rasimu ya Katiba : Mawaziri wapewa ruksa kukaimu urais
Dar es Salaam. Kutokana na rasimu ya Katiba
Mpya kupendekeza kufutwa kwa nafasi ya Waziri Mkuu, rasimu hiyo
inapendekeza waziri yeyote mwandamizi ateuliwe kukaimu nafasi ya Rais wa
Jamhuri ya Muungano wa Tanzania ikiwa rais na makamu wake hawapo nchini
kutokana na sababu zozote zile.
Mapendekezo hayo ni tofauti na Katiba ya sasa
ambayo inatamka kwamba ikiwa Rais na Makamu wake hawapo, basi nafasi
hiyo ya juu katika nchi itashikwa na Waziri Mkuu wa Jamhuri ya Muungano
wa Tanzania.
Waziri Mkuu aliwekwa katika orodha ya wanaoweza
kukaimu nafasi hiyo katika marekebisho ya Katiba yaliyofanywa mwaka 2000
kupitia waraka maalumu wa Serikali (white paper) na baadaye kupitishwa
na Bunge.
Kabla ya marekebisho hayo ya 13, Ibara ya 37(3)(a)
na (b) ilikuwa ikieleza kuwa iwapo Rais na Makamu wake hawapo nafasi
hiyo ilitakiwa kushikiliwa na Spika wa Bunge na kama hayupo basi Jaji
Mkuu wa Tanzania ndiye alitakiwa kukaimu nafasi hiyo.
Lakini mapendekezo ya Rasimu ya Katiba Mpya katika
Ibara ya 73(1)(b)na (c) inaeleza kuwa endapo Rais na Makamu wake
hawatakuwapo basi nafasi hiyo itashikiliwa na waziri mwandamizi na kama
hatakuwapo basi Baraza la Mawaziri ndilo litakalokuwa na dhamana ya
kuchagua mtu wa kukaimu nafasi hiyo.
Hata hivyo, mtu yeyote atakayekaimu nafasi ya
madaraka ya Rais, kwa namna yoyote ile, hatakuwa na madaraka ya kuteua
au kumwondoa madarakani kiongozi yeyote yule aliyeteuliwa na Rais kwa
mujibu wa Katiba au jambo jingine lolote kama litakavyoainishwa na Rais
katika hati ya kukasimu madaraka yake.
“Rais atakasimu madaraka yake kwa hati maalumu aliyotia saini
yake,” inaelekeza rasimu hiyo iliyozinduliwa Jumatatu wiki hii na
Mwenyekiti wa Tume ya Mabadiliko ya Katiba, Jaji Joseph Warioba.
Kadhalika rasimu hiyo inaeleza kuwa endapo Baraza
la Mawaziri litaona kuwa Rais hawezi kumudu kazi zake kwa sababu ya
maradhi ya mwili au akili, linaweza kuandaa azimio la kumwomba Jaji Mkuu
athibitishe kwamba Rais, kwa sababu ya maradhi ya mwili au ya akili,
hawezi kumudu kazi zake.
“Baada ya kupokea azimio hilo, atateua bodi ya
utabibu ambayo itachunguza suala hilo na kumshauri Jaji Mkuu ipasavyo,”
inaelekeza rasimu hiyo.
Jaji Mkuu baada ya kutafakari ushauri na ushahidi
wa kitabibu, atampelekea Spika hati ya kuthibitisha kwamba kutokana na
maradhi ya mwili au akili, Rais ameshindwa kumudu kazi zake, na iwapo
Jaji Mkuu hatabatilisha hati hiyo ndani ya siku saba kutokana na Rais
kupata nafuu na kurejea kazini, basi itahesabiwa kwamba kiti cha Rais
kipo wazi.
Kutokana na hali hiyo, bodi ya utabibu
itakayoteuliwa kwa mujibu wa Katiba itajumuisha watu wasiopungua watatu
kutoka miongoni mwa madaktari bingwa wanaotambuliwa na sheria inayohusu
madaktari ya Tanzania.
“Endapo kiti cha Rais kitakuwa wazi kutokana na
Rais kufariki dunia, kujiuzulu, kupoteza sifa za uchaguzi, kutomudu kazi
zake kutokana na maradhi ya mwili au akili au kushindwa kutekeleza kazi
na shughuli za Rais, basi Makamu wa Rais ataapishwa na kushika madaraka
ya Rais kwa muda uliobaki katika kipindi cha miaka mitano,” inaeleza
sehemu nyingine ya rasimu hiyo.

Akizungumza katika semina
hiyo jana jijini Dar es Saalm, Lupenja alisema kuwa lengo la kutoa semina hiyo ni
kutoa elimu kwa wawekezaji wa majengo na ujenzi na pia kuboresha mfumo wa kodi.
‘Tupo na jamii ya Wachina
tunawapa elimu kuhusu kodi katika sekta mbalimbali ikiwemo sekta ya upangishaji
na kufuata sheria za nchi.
‘Jukumu letu la msingi ni
kuwapa elimu ili kuwawezesha kufanya biashara zao kwa ufanisi zaidi ’alisema
Lupenja.
Lupenja alisema kuwa
wameshafanya semina nyingi na sehemu mbalimbali ikiwemo semina kutumia machine
ya Electronic kwa wafanyabiashara .
Alisema kuwa wapotayari
kukumbana na changamoto wakati wa utoaji elimu kwa wafanyabiashara na kuna
baadhi ya wafanyabiashara wanaojua kutumia mashine hizo lakini wanakuwa wabishi
kutumia wakidai hawajui jinsi ya kutumia .

Hata hivyo alisema kuwa
wanatoa elimu kwa wafanyabiashara wote bila kujali ni Mchina au Mtanzania.

Said Meck Sadick amewataka viongozi wa mipango miji kutokuwapimia viwanja
wananchi maeneo ya mabondeni ambayo ni hatari kwa maisha yao baada ya mafuriko kutokea.
Akizungumza jijini Dar es Salaam jana wakati wa kuhitimisha
siku ya maadhimisho ya Mazingira Duniani Sadick alisema kuwa baadhi ya viongozi
wamekuwa wakijichukulia sheria ya kupima viwanja maeneo ya mabondeni kinyume na
sheria.
Pia alisema kuwa wananchi wamekuwa mstari wa mbele kuharibu
mazingira kwa kuchimba michanga na kokoto maeneo mbalimbali ya hapa Dar es
salaam na kusababisha adha ya mazingira kuwa machafu.
“Viongozi wa mipango miji wajitahidi kusimamia kazi yao,waache kuwapimia wananchi maeneo ya mabondeni huko
mafuriko yakitokea yanasababisha hasara kubwa ya mali
kupotea na binadamu kupoteza maisha yao,
“Watu wengi wanalalamika Dar es Salaam
kuchafu lakini waharibifu ni wao wenyewe hakuna mtu mwingine,tukiamua kuyatunza
mazingira tunaweza kuwa na sifa kama mikoa
mingine ambayo ibnasifika kwa usafi,”alisema Sadick.
Hatahivyo Sadick alisema kuwa viongozi wasimamie sheria za
kutunza kwa kutimiza wajibu wao wa uwajibikaji,taasisi kuitekeleza sheria namba
20 ya mwaka 2004 kama inavyoagiza ya kutunza
mazingira.
“Watendaji kupanga matumizi ya ardhi kwa uadilifu kulingana
na sifa za ardhi husika mfano kutoruhusu ujenzi mabondeni,ufukweni na utengaji
wa maeneo kwa shughuli mbalimbali za kijamii,
“Wananchi kutokupenda kutii sheria zilizopo kwa hiari bila
shuruti,usimamizi hafifu na usioridhisha wa sheria ndogondogo na hifadhi ya
mazingira,”alisema Sadick.
Pia alisema kuwa kila mwananchi wa mkoa huu watafakari kwa
kina juu ya shughuli za uzalishaji wa kiuchumi zunazozingatia utunzaji wa
mazingira kwani ni muhimu kuwa na mazingira endelevu kama
nchi nyingine.
Aidha viongozi mbalimbali walihudhulia kwenye siku hiyo
ikiwemo mkuu wa wilaya,wakurugenzi,madiwani,wenyeviti na wadau mbalimbali
kutoka asasi zisizo za kiserikali.
Kwa upande wake Mwenyekiti wa mtandao wa uthibiti wa
mabadiliko ya tabia ya nchi (FOFUM CC), Euster Kibona, alisema wamejitahidi
kufanyakazi na jamii nzima hasa katika maeneo ya mijini na vijijini kufanya
shughuli za uzalishaji kwa maendeleo endelevu bila kuathiri mazingira.
Alisema kuwa maeneo ya miji ambako kuna viwanda vingi ndiko
kunakoonekana kuathirika zaidi na uchafuzi wa mazingira kutokana na hewa
inayotoka viwandani, maji machafu na taka nyingine nyingi.
“Kulinda na kutunza mazingira ni jukumu la mimi wewe na sisi
hivyo tunatakiwa kila mmoja kuchukua hatua kuanzia sasa ili kuondokana na
maginjwa yasiyotarajiwa kama vile ya mlipuko
na mengine,” alisema Kibona.

Malisa alisema kuwa
wafanyabiashara wengi wanatumia mikopo kuendesha biashara zao hivyo itakuwa
vigumu kutafuta rejesho la mkopo benk wakati huhuo anatakiwa kununua mashine
ambayo inauzwa bei kubwa kiasi cha laki
nane.
Alisema pamoja mashine zina
faida kubwa na nyingi sana lakini zinafanya kazi
taratibu sana
hali inayopelekea ugumu wateja wanapokiwa zaidi ya wawili.
Pia Malisa alisema kuwa
watengenezaji wa bedhaa na wafanyabiashara wa jumla waseuza rejareja bidhaa
wanazotengeneza ili kuwapa nafasi ya wale wanaouza rejareja tu waweze kuuza
kwani wateja wote wanakimbilia huko kwakua bei yao
ya chini sana.

kwa wafanyabiashara wenyemtaji mdogo usiozidi milioni nne unapunguza uzalendo
kwani watakuwa hawana uchungu na nchi yao

MAMLAKA ya Mapato Tanzania (TRA) inatarajia kuanza
mkakati wa kuwazungukia wafanyabiashara katika sehemu mbalimbali za jiji la Dar
es Salaam lengo likiwa ni kutoa elimu juu ya matumizi ya mashine ya kutolea
risiti.

Afisa mwandamizi wa elimu wa TRA Hamisi Lupenja ziara hiyo itaanza baada ya kumaliza
semina inayoendelea kwa wafanyabiashara
hao.
Lupenja alisema mafunzo haya
yanawalenga wale wafanyabiashara wenye pato la zaidi ya milioni 14 kwa mwaka na
hasa wafanyabiashara ya vifaa vya ujenzi, nguo, vipuri, baa na hoteli.
“Mafunzo hayo ni kwajili ya
faida kwa wafanyabiashara sio kwa TRA tu kwani inasaidia kutunza kumbukumbu za mauzo na kudhibiti ubabaishaji
wa wasaidizi wao hata wakisafiri” alisema Lupenja.
Kwaupande wake mfanyabiashara
wa vipuri Hanifa Adam aliipongeza TRA kwa
hatua waliyoifanya kwani imewajengea uwelewa wa kutosha juu ya matumizi ya
mashine hizo.
“Tunaishukuru TRA kwa mafunzo
haya kwani yametusaidia sana
katika kutumia na kujua umuhimu wa mshine hizi” alisema Hanifa.

FOODS THAT HELP FIGHT DIABETES
In order to control Type I or Type II diabetes, it is imperative that those with this metabolic disease follow a stringent nutritional plan. In general, the foods that help diabetes have a low glycemic index (a ranked score less than fifty-five for carbohydrates that slightly elevate blood glucose) and provide key nutrients such as calcium, potassium, fiber, magnesium, and vitamin A, C and E. More specifically there are certain foods that help diabetics cope with their condition.
BEANS
Beans are starchy foods that not only satisfy energy and protein needs while burning fat, but they also help
moderate blood levels of glucose and insulin. Beans contain the highest percentages of resistant starches, dietary carbohydrates that resist digestion and pass through to the large intestine, according to Chetday.com. According
to Karen Collins, M.S., R.D., C.D.N., a nutrition adviser to the American Institute for Cancer Research, in Washington, D.C., the soluble fiber within beans binds to carbohydrates and slows their digestion which then
prevents spikes in blood glucose. In addition, the antioxidant pigments found in beans inhibit inflammation from dietary sugars and starches.
DARK GREEN LEAFY VEGETABLES
According to a study conducted at Tulane University, eating lots of green leafy vegetables such as spinach, collards and kale daily may help reduce the risk of developing diabetes. Results from the study showed a nine percent reduction in diabetes risk with every additional serving of green leafy vegetables
SWEET POTATOES
Sweet potatoes are a starchy vegetable containing a healthy dose of vitamin A and fiber. Replace regular potatoes with sweet potatoes for a lower glycemic index alternative.
BERRIES
A variety of berries including blueberries, strawberries and raspberries provide antioxidants, vitamins C, fiber, folic acid and powerful antioxidants. Berries are low in calories and fat and do not spike blood sugar because of their low carbohydrate content.
TOMATOES
Eating tomatoes help to reduce escalating inflammation brought on by diabetes. In addition, tomatoes are a great source of antioxidants (especially lycopene which is found in tomatoes), fiber, iron, and vitamins A, C and E. These nutrients play a large role in regulating blood sugar levels in the body.
FISH HIGH IN OMEGA-3 FATTY ACIDS
Eat six to nine ounces of fish per week. Salmon is highly recommended as a good source of omega-3 fatty acids. Diabetes is the leading cause of end-stage kidney disease. A study conducted in England involving 22,300 adults determined that eating at least two servings of fish each week seems to protect people with diabetes who also have kidney disease. The study, cited in "USA Today", showed that fish consumption lowers abnormal levels of protein in the urine in people with diabetes.

Eating whole grains such as oatmeal, barley and bran supplies the body with high quality sources of magnesium, chromium, omega-3 fatty acids, foliate, fiber and potassium. These nutrients are responsible for regulating blood sugar within the body and giving whole grain foods a low glycemic index.

Nuts such as walnuts, flax seeds and almonds contain magnesium, fiber and omega-3 fatty acids. Eat an ounce of nuts as a snack once a day to help keep blood sugar leveled and keep hunger controlled

Lipsticki, lipshine zenye madini ya sumu

Wanawake hupenda kuonekana nadhifu sikuzote na katika kufanya hivyo wanatumia vitu mbalimbali vikiwamo rangi za aina mbalimbali ambazo baadhi yake hupakwa katika miili yao ikiwamo midomo.
Rangi na mafuta ya midomo ambayo hutumiwa zaidi na
wanawake yanaelezwa kuwa na sumu ambayo huweza kusababisha saratani ya
mapafu, kushindwa kwa figo kufanya kazi na hata maumivu ya tumbo.
Utafiti uliochapishwa Januari mwaka huu na Jarida
la Sayansi ya Mazingira nchini Uingereza (JES) umebaini kuwa matumizi
ya muda mrefu ya rangi za midomo na ‘lipglosses’ yanaweza kusababisha
maradhi kadhaa kutokana na kuwa na kiwango cha madini ya aluminiam,
cadmium na risasi (lead).
Kemikali zinazopatikana zaidi katika rangi za midomo zinatajwa kuwa ni cadmium, chromium, titanium, lead na manganizi.
Ingawa bidhaa hasa zenye wingi wa madini hayo
hazijawekwa wazi,wanasayansi hao wanasema kuwa ni zile zinazotumiwa au
kupendwa zaidi na kinamama.
Imebainika kuwa kupaka ‘lipshine’ au ‘lipstick’
mara tatu na zaidi kwa siku kunaweza kusababisha maradhi hayo na
ilishauriwa kuwa matumizi yake yasiwe ya muda mrefu.
Mkuu wa utafiti huu, Katharine Hammond,
mwanasayansi wa mazingira na afya katika Chuo Kikuu cha California,
Marekani anasema nia ya utafiti huo ni kutaka kupima kiwango cha
madini hayo ambacho mtumiaji wa lipstiki huweza kukimeza na kiwango
kinachokubalika.
“Kiafya, mtumiaji hatakiwi kunywa au kumeza zaidi ya asilimia
20 ya metali za lead au cadmonium hata katika maji tu ya kunywa,”
anasema Hammond
Utafiti wa Hammond unaeleza kuwa bidhaa hizo zina
kiwango kikubwa cha aluminium, cadmium, chromium na manganizi
kilichozidi asilimia 20.
Hali ikoje nchini
Afisa Uhusiano wa Mamlaka ya Chakula na
Madawa(TFDA) Gaudensia Simwanza anasema madini ya Lead na Titanium yapo
kwenye orodha ya mchanganyiko uliozuiwa.
“Lakini madini ya titanium dioxide ndiyo yanaruhusiwa na siyo titanium zote” anasema Simwanza
